(2) On the 6th inst., certain fishermen of Ping Chau
PA 憧 Island, Mirs Bay, made a complaint to me that Chan Wai, in
charge of Branch Customs Office at Tip Fuk, had been compell-
$ ing the Ping Chau fishermen calling at Tip Fuk and Nam O to take out boat licences, a fee of $12 for each boat being demanded as compared with the ordinary fee of $3.50 charged
by us. Some fishermen had actually paid the fee, but it was stated in the complaint that two fishermen of Ping

Chau, one of them named Li Tam Ying, who had refused to pay,
and who had gone ashore at Nam 0, had been arrested there
and were still detained.
The District Officer (North) informs me of his intention to proceed to-morrow to Tip Fuk and interview
Chan Wai.
